I bought a crappy app that doesn’t work. I filled out the form, and apple issued a prompt refund. here is their response, which i received within an hour.

I see that your recent Mac App Store purchase is completely unusable and you would like a refund. I can imagine how anxious you must be to get this matter resolved so you can get your money back.
